PESTEL Analysis of Indonesia's Halal Tourism: Regulatory Framework vs Implementation Challenges in Facing Global Competition

Abstract

As a country with the largest Muslim population in the world, Indonesia has great potential in the development of halal tourism. This segment continues to grow globally by offering services and facilities that comply with Islamic values, thereby meeting the needs of Muslim travelers. This study aims to analyse policies, regulations and legal aspects, economic impacts such as investment and infrastructure, social factors such as perceptions and local culture, the role of technology, and environmental effects on the development and sustainability of halal tourism, through a qualitative approach with exploratory and descriptive designs to identify the current state of halal tourism in Indonesia, The collected data were analysed using the PESTEL approach. The study's results revealed that Indonesia is politically ready and has established basic regulations. Still, not yet prepared economically, socially, technologically, environmentally, and legally to develop halal tourism to a comprehensive and international standard. The results of this study can serve as a reference for policymakers and tourism industry players in formulating more effective strategies to promote and develop halal tourism in Indonesia.
